Impact Assessment creates challenges for Canada’s system of government, with the requirement that a broad range of information be collected and evaluated but with no government having full authority to regulate all impacts. Federal, provincial, territorial, municipal and Indigenous governments may each have responsibility for the conduct of Impact Assessment, but each level of government can only regulate matters within its jurisdiction.
